Explanation - 


The Karachi session was presided by Sardar Patel. The congress adopted a resolution on Fundamental Rights and Economic Policy which represented the Party’s Social, Economic and Political programme. It was later known as Karachi Resolution.

The Congress session to approve the Gandhi-Irwin Pact or the Delhi Pact was held in Karachi on 29 March 1931. Vallabhbhai Patel presided over it. Jawaharlal Nehru drafted the Fundamental Rights. In this session, resolutions on Fundamental Rights and National Economic Program were passed. Six days before this, Bhagat Singh, Rajguru and Sukhdev were hanged.Despite Gandhiji's efforts to save them, Indians were deeply angry with Gandhiji. People believed that Gandhiji should not sign this agreement. But he had to face intense public anger during his visit to Karachi because of his signing.


Reiterating that the Congress did not support any kind of political violence in the resolution, he praised the valor and sacrifice of the revolutionaries. The goal of complete independence was reiterated. The goal of complete independence was reiterated. This convention was related to fundamental rights and national economic programs.

कराची अधिवेशन की अध्यक्षता सरदार पटेल ने की। कांग्रेस ने मौलिक अधिकारों और आर्थिक नीति पर एक प्रस्ताव अपनाया जो पार्टी के सामाजिक, आर्थिक और राजनीतिक कार्यक्रम का प्रतिनिधित्व करता था। इसे बाद में कराची संकल्प के नाम से जाना गया | 

गांधी-इरविन समझौते या दिल्ली समझौते को स्वीकृति प्रदान करने के लिये कांग्रेस का अधिवेशन 29 मार्च 1931 में कराची में आयोजित किया गया। वल्लभभाई पटेल ने इसकी अध्यक्षता की थी । जवाहर लाल नेहरू ने मौलिक अधिकारों का ड्राफ्ट तैयार किया था । इस अधिवेशन में मौलिक अधिकार और राष्ट्रीय आर्थिक प्रोग्राम पर प्रस्ताव पारित किये गये थे । इससे छह दिन पहले भगत सिंह, राजगुरु एवं सुखदेव को फांसी दी गयी थी। गांधीजी की इन्हें बचाने की कोशिशों के बावजूद भारतीय गांधीजी से तीव्र नाराज थे। लोगों का मानना था कि गांधी जी इस समझौते पर हस्ताक्षर नहीं करें । लेकिन उनके द्वारा हस्ताक्षर किये जाने के कारण उनको अपनी कराची यात्रा के दौरान जनता के तीव्र रोष का सामना करना पड़ा।

कांग्रेस द्वारा प्रस्ताव में किसी भी तरह की राजनीतिक हिंसा का समर्थन न करने की बात दोहराते हुये क्रांतिकारियों के वीरता और बलिदान की प्रशंसा की । पूर्ण स्वराज्य के लक्ष्य को पुनः दोहराया गया। यह अधिवेशन मौलिक अधिकारों और राष्ट्रीय आर्थिक कार्यक्रमों से सम्बद्ध था।

EXPLAINATION - 

Morley-Minto Reform was another name of the Indian Council Act of 1909, which was named after the secretary of state and the Viceroy. It was instituted to placate the moderates.  According to this act, the membership of the central and provincial legislative councils was enlarged. However, the number of elected members in these councils was less than half of their total membership. It may also be remembered that the elected members were not elected by the people but by landlords, organizations or traders and industrialists, universities, and local bodies. The British also introduced communal electorates as a part of these reforms. This was meant to create disunity between Hindus and Muslims. Some seats in the councils were reserved for Muslims to be elected by Muslim voters.
By this, the British hoped to cut off Muslims from the nationalist movement by treating them apart from the rest of the nation. They told the Muslims that their interests were separate from those of other Indians. To weaken the nationalist movement, the British began to consistently follow a policy of promoting communalism in India.
